The area is renowned as a safe hiding place for criminal enterprise, and those wishing to live beyond the confines of an elite ruling class. Shugwood is a city built around what used to be a central barracks, but was quickly expanded to include an entertainment district. This district blossomed until it eclipsed all other aspects of the settlement, and in the hundred or so years since it's founding, it has become a world renowned center of indulgence, sinful entertainment, and lawless activity. Gambling goblin gangs, dark pleasure houses, and temples to excess and degenerate worship dominate the skyline, and rituals are a regular and public sight. The city is policed by a series of powerful mafia-like gangs, who maintain a small semblance of order.
